As the appeal of Islamism fades, Arab secularism can soar

The death of Arab secularism has been exaggerated. The mantra of secularism in the Arab countries is far more complex than a clear segregation between political and religious institutions, and the future of secularism in the region is more complicated than just the rise of Islamism.

Michel Aflaq, the founder of the Baath party in Syria, once affirmed that “the power of Islam has revived to appear in our days under a new form, that of Arab nationalism”. At the time, this argument triggered the anger of Islamists, who wanted to establish a stronger and broader Islamic presence. Sayyed Qutb, one of the leading lights of the Muslim Brotherhood, believed, on the contrary, that Arab nationalism had “exhausted its role in universal history”.

In societies where there is an ambiguous line between religion and culture, between the public and private spheres, and between individual and communal practices, the potential hold of secularism over individuals is, in the long term, at least questionable.

As Aflaq’s comment demonstrates, Arab nationalism, as he understood it, was still about Islam but had within it the space for secularism.

This unending skirmish between movements in favour of Arab nationalism, like the Baath, and those with Islamist inclinations has increased questions about the authenticity of secularism in the Arab realm. This was particularly the case after countries such as Egypt, Syria and Iraq gained independence and used fierce practices to eliminate any dissident dogmas — religious or non-religious.

In the years after independence, the governments of some of the Arab republics, though nominally secular, had inserted Islam in different formulations into their rhetoric to reach a wider public.

But this was a hybrid ideology. Nominally secular, but really about security, these states had the veneer of Islam.

Islamists, meanwhile, had been developing their ideologies, strategies and objectives under the shadow of torture in the dungeons of the state.

That created a situation where, after the Arab Spring brought drastic change at the political, economic, security and social levels, these organised groups were poised to make important gains.

Indeed, today the general perception is that Islamist factions across the republics are finding a resurrection after years of relegation and exclusion from the public sphere.

While initially Islamist groups abstained or were reluctant to join the revolutions, they have subsequently struck a blow against secularists and liberals whose bravery and determination held the revolutions together.

Particularly in Egypt, what started as general euphoria against the toppling of a dictator has increasingly become alienation for non-Islamists, as the same groups that were once oppressed are flexing their muscles and trying to enforce political hegemony.

Yet the Islamists in Egypt are a good example of why secularism is far from finished. The appeal of Islamist politics is gradually diminishing as the wider public begins to understand their real intentions.

Although the Islamic factions won the parliamentarian and presidential elections in Egypt, the first ballot boxes counted are not always accurate indications of wider political views. They may simply be a reaction to what came before. Indeed, as the Brotherhood and the more fundamental Salafi groups state their views publicly, they become less popular.

The sudden profusion of religious television channels are unmasking their lack of political awareness or in-depth religious knowledge.

Arabs can see how these groups utilise absurd discourses and antagonistic tones; blaming and insulting minority groups, demeaning women and threatening seculars and liberals.

While they give themselves the legitimacy to accuse others of apostasy (the Takfiri doctrine), they overlook that they are creating rejection by Muslims and non-Muslims, and by believers and non-believers.

The French academic Olivier Roy, who has written widely about political Islam, says: “There is a cultural gap between the Islamists and the younger generation that is less about Islam per se than about what it means for a person to be a believer.”

In Ravaged Syria, Beach Town May Be Loyalists’ Last Resort

TARTUS, Syria — Loyalists who support the government of President Bashar al-Assad are flocking to the Mediterranean port of Tartus, creating an overflowing boomtown far removed from the tangled, scorched rubble that now mars most Syrian cities.

The port city of Tartus is sheltered by a mountain range.

There are no shellings or air raids to interrupt the daily calm. Families pack the cafes lining the town’s seaside corniche, usually abandoned in December to the salty winter winds. The real estate market is brisk. A small Russian naval base provides at least the impression that salvation, if needed, is near.

Many of the new residents are members of the Alawite minority, the same Shiite Muslim sect to which Mr. Assad belongs. The latest influx is fleeing from Damascus, people who have decided that summer villas, however chilly, are preferable to the looming battle for the capital.

“Going to Tartus is like going to a different country,” said a Syrian journalist who recently met residents here. “It feels totally unaffected and safe. The attitude is, ‘We are enjoying our lives while our army is fighting overseas.’ ”

Should Damascus fall to the opposition, Tartus could become the heart of an attempt to create a different country. Some expect Mr. Assad and the security elite will try to survive the collapse by establishing a rump Alawite state along the coast, with Tartus as their new capital.

There have been various signs of preparations.

This month, the governor of Tartus Province announced that experts were studying how to develop a tiny local airfield, now used mostly by crop-dusters, into a full-fledged civilian airport “to boost transportation, business, travel and tourism,” as the official Syrian news agency, SANA, reported. The announcement coincided with the first attacks on the airport in Damascus, forcing it to close temporarily to international traffic.

More important, security forces are continuously tightening an extensive ring of checkpoints around the potential borders of an Alawite canton. The mountain heartland of the Alawites rises steeply to the east of Tartus, separating it from much of Syria. Across the mountains, the Orontes River creates a rough line separating Alawite territory from central Syria. Rebel military commanders from adjoining Hama Province said government soldiers vigorously maintain checkpoints on routes leading up into the mountains.

“If we bomb a checkpoint, it is back in place sometimes within hours,” said Basil al-Hamwi, a rebel fighter, speaking on the sidelines of a meeting of opposition military commanders in Turkey. “Once, in Hama Province, we destroyed five in one day and they were all back the next day. This area is even more important for them than Damascus.”

Mr. Hamwi and other rebel leaders said there were about 40 government checkpoints along more than 60 miles in Homs and Hama Provinces alone. Many Alawite commanders of Mr. Assad’s army have sent their families to their home villages, so they are particularly aggressive in protecting the area, said Hassan M. al-Saloom, a rebel battalion commander. They have formed committees to guard the outskirts of their villages, he said, and often negotiate local truces.

“Nobody goes inside, and they don’t come out,” he said.

There are widespread suspicions within the opposition that the military is shipping weapons into the Alawite hinterland, or has already positioned them. “The mountains and the coast make it hard to raid,” Mr. Saloom said.

Castles left by the Crusaders dot the coastal range, a testament to its strategic value.

If Mr. Assad fled to Tartus, he could seek protection from the Russian naval base here, or flee aboard a Russian vessel. Russia announced Tuesday that it was sending a small flotilla toward Tartus, possibly to evacuate its citizens who live in Syria. But Tartus residents said that the Russian families from the naval base had already left, while the officers do not leave the base, which is little more than an enclosure near the civilian port.

Palestinians establish new village– Bab al-Shams, ‘Gate of the Sun’– in Occupied E1

Today in a show of defiance against Israel’s occupation and announced settlement expansion in the E1 area between East Jerusalem and the West Bank,  250 Palestinians erected tents near the village of Za’I’m and announced the establishment of a new Palestinian village named Bab al-Shams (Gate of the Sun).

“Because this is our land and it is our right to inhabit it,” said a statement by the Popular Struggle Coordinating Committee (PSCC) who spearheaded the action, “we will not remain silent as settlement expansion and confiscation of our land continues.”

“We have set up 20 tents, and have enough equipment to stay here for a long time,” said PSCC spokesperson Abir Kopty (a frequent contributor to this site) to the Agence France-Presse. Following the construction, the Israeli military promptly ordered the villagers to evacuate the camp and delivered an eviction notice. The Israeli military then returned several hours later to issue a second set of eviction documents, according to Tweets from activists present on the groud. However, Israel’s High Court has already decided that the village cannot be evicted for the next six days, according to Bab al-Shams villagers.

Earlier today the PSCC released the following statement, clarifying that Bab al-Shams is not a symbolic action and the group intends to maintain the new village as a permanent establishment:

We, the sons and daughters of Palestine from all throughout the land, announce the establishment of Bab al-Shams Village (Gate of the Sun). We the people, without permits from the occupation, without permission from anyone, sit here today because this is our land and it is our right to inhabit it.

A few months ago the Israeli government announced its intention to build about 4000 settlement housing units in the area Israel refers to as E1. E1 block is an area of about 13 square km that falls on confiscated Palestinian land East of Jerusalem between Ma’ale Adumim settlement, which lies on occupied West Bank Palestinian land, and Jerusalem. We will not remain silent as settlement expansion and confiscation of our land continues. Therefore we hereby establish the village of Bab al-Shams to proclaim our faith in direct action and popular resistance. We declare that the village will stand steadfast until the owners of this land will get their right to build on their land.

The village’s name is taken from the novel, ‘Bab al-Shams,’ by Lebanese writer Elias Khoury. The book depicts the history of Palestine through a love story between a Palestinian man, Younis, and his wife Nahila. Younis leaves his wife to join the Palestinian resistance in Lebanon while Nahila remains steadfast in what remains of their village in the Galilee. Throughout the 1950s and 1960s, Younis smuggles through Lebanon and back to the Galilee to meet his wife in the ‘Bab Alshams’ cave, where she gives birth to their children. Younis returns to the resistance in Lebanon as his wife remains in Bab Al Shams.

Bab al-Shams is the gate to our freedom and steadfastness. Bab al-Shams is our gate to Jerusalem. Bab al-Shams is the gate to our to our return.

For decades, Israel has established facts on the ground as the International community remained silent in response to these violations. The time has come now to change the rules of the game, for us to establish facts on the ground – our own land. This action involving women and men from the north to the south is a form of popular resistance. In the coming days we will hold various discussion groups, educational and artistic presentations, as well as film screenings on the lands of this village. The residents of Bab al-Shams invite all the sons and daughters of our people to participate and join the village in supporting our resilience.

A police contingency has blocked entry to the site, and there is still no decision on what is to be done with those already there.

Abdallah Abu Rahma, a leading Palestinian activist, said that the decision to build the new village sends the message that “Palestinians are no longer content with policies of occupation and settlement.”

According to Abu Rahma, the project was started roughly a month ago, mainly by Palestinian residents of villages in danger of having their lands “frozen” to accommodate settlement expansions. The activists are from A-Tur, Isawiyah, Abu Dis, al-Eizariya, and Anata, among other places. Abu Rahma that the activists will reside at the location until their outpost is recognized.

On Friday morning, 25 tents were erected for residents, as well as one to be used as a health clinic. Activists stated that they will hold daily events to discuss Israeli Prime Minister Benjamin Netanyahu’s settlement policies.

Throughout the day Palestinian activists used social media to photograph and provide updates of the status of their new village and run-in with the Israeli Border Police. They also made a live-stream account where viewers can log in to watch in real time.

When President Bashar al-Assad spoke defiantly on Sunday about a Syrian political solution without “foreign interference”, many asked what was left of international mediation led by the UN and Arab League’s envoy, Lakhdar Brahimi.

“I don’t know about my job,” Mr Brahimi told me in Cairo. “But I don’t know what it has done to his job.”

The tourists held by Greek police as illegal migrants

Greek police have stepped up efforts to catch illegal immigrants in recent months, launching a new operation to check the papers of people who look foreign. But tourists have also been picked up in the sweeps – and at least two have been badly beaten.

When Korean backpacker Hyun Young Jung was stopped by a tall scruffy looking man speaking Greek on the street in central Athens he thought it might be some kind of scam, so he dismissed the man politely and continued on his way.

A few moments later he was stopped again, this time by a man in uniform who asked for his documents. But as a hardened traveller he was cautious.

Greece was the 16th stop in his two-year-long round-the-world trip and he’d often been warned about people dressing in fake uniforms to extract money from backpackers, so while he handed over his passport he also asked the man to show him his police ID.

Instead, Jung says, he received a punch in the face.

Within seconds, the uniformed man and his plainclothes partner – the man who had first approached Jung – had him down on the ground and were kicking him, according to the Korean.

 

In shock, Jung was by now convinced he was being mugged by criminals and began shouting for help from passers-by.

“I was very scared,” he says.

It was only when he was handcuffed and dragged 500m (500 yards) up the road to the nearest police station that he realised he was actually under arrest.

Jung says that outside the station the uniformed officer, without any kind of warning, turned on him again, hitting him in the face.

“There were members of the public who saw what happened, like the man who works in the shop opposite the police station, but they were too afraid to help me,” he says.

Inside the police station, Jung says he was attacked a third time in the stairwell where there were no people or cameras.

“I can understand them asking me for ID and I even understand that there may have been a case to justify them hitting me in the first instance. But why did they continue beating me after I was handcuffed?” he asks.

Jung was held with a number of migrants from Africa and Asia who had also been rounded up as part of the police’s anti-immigration operation Xenios Zeus – named, strangely, after the ancient Greek god of hospitality.

The operation aims to tackle the wave of illegal immigration which over the last decade has changed the face of Athens’s city centre.
